CSFA’s SAFER grant – bringing resources to YOU

In fall of 2021 California State Firefighters’ Association was awarded a Staffing for Adequate Fire and Emergency Response (SAFER) Grant in the amount of $2,090,300.00 through the Federal Emergency Management Agency (FEMA). These grant funds will be spent over the next four years to assist the over 500 California fire departments that use volunteer firefighters in their mission to protect lives and property. Here is a brief summary of the programs and benefits of this grant for each year.

2022 Programs

During the last two quarters of 2022 CSFA has been attending fire service trade shows and local fire association meetings to help spread the word about the benefits of this grant award. In addition CSFA has produced a number of informative videos available on CSFA’s YouTube Channel, “CSFA Fire Rescue TV”.

To assist in the recruitment efforts throughout the state, the CSFA has launched an integrated marketing campaign consisting of the following:

Media and awareness

During the remaining years of the grant award, CSFA will be providing Media Marketing, primarily through this website to help raise public awareness of the role of the volunteer fire service in California and as a resource for the state’s volunteer fire service. In addition $50,000 has been allocated to provide local volunteer fire departments with department-specific recruitment and community awareness materials. 

Personal protective equipment and physicals for recruits

CSFA will provide reimbursement of up to $3275 for each newly-recruited volunteer for their personal protective equipment to departments that apply. Departments must apply to the grant manager with proof that recruit has passed an NFPA 1582 Physical and is fit for duty to qualify for reimbursement. This estimated is based on Helmet, $319.56, Hood, $48.33, Coat, $1350, Pants, $1045, Boots, $417 and Gloves, $94.49 for a total of $3271.38. Additionally,  CSFA will provide up to $700 reimbursement to volunteer and combination departments that apply, for entry level NFPA 1582 compliant physicals for new recruits.

Training and professional development

Fire Academy reimbursements
In exchange for a two-year commitment to a recognized volunteer or combination fire department in the State of California, we will reimburse volunteer firefighters who successfully complete a OSFM recognized Fire Academy a total of $2500. The average cost of a State Firefighter 1 Academy is almost $4000, which is pricing many volunteer firefighters out of this training. This program will supplement their ability to get this training, and deliver new volunteer firefighters to departments across the State. 

Free leadership recruitment and retention workshops
Reimbursement for travel and meals for department leaders to attend free two-day Leadership, Equality, Diversity, and Service (LEDS), and Behavioral Health Workshops. These workshops will be given 4 times a year at locations around the state, and will include recruitment through LEDS and retention through behavioral health.

NFPA 1403 2-day Live Fire Training at various locations around the state.

Volunteer firefighters, not already members of CSFA can apply for a free one-year membership.

Calaveras County Volunteer Firefighters

Calaveras County consists of 10 volunteer fire departments:

The CCFCA fire agencies are located in the foothills of the Sierra Nevada Mountains, 188 miles east of San Francisco and 135 miles west of Lake Tahoe in California. Found midway on State Highway 49, between Sacramento and Yosemite, Calaveras County links the two towns of the California Gold Country. With an average of 6,000 fire and emergency service calls a year, our 11 fire districts serve a rural area of 45,578 people. We provide fire protection and rescue service to 1,020 square miles of rural area. Our 11 volunteer agencies respond to structure fires, wild land fires, medical emergencies, water rescue, technical rope rescue, hazardous materials spills, public service assistance calls and other emergencies. The Calaveras County Fire Agencies protects an area that is 66% rural wild land, 21% residential, and 3% commercial, including Calaveras Big Trees State Park, a preserve of Giant Sequoia trees, located in the county several miles east of the town of Arnold.

Napa County Volunteer Firefighters

  • The NCFA helps protect over 125,000 citizens and has 9 all-volunteer fire stations. We protect thousands of tourists each year who travel to the northern California wine country. With an average of 3,049 fire and emergency service calls a year, our 9 volunteer fire companies serve mostly wild land areas and rural residential.
  • Our volunteers receive state of the art training through the fire academy right in the heart of Napa County. No experience needed!

 

Napa County Volunteer Firefighter Selection Criteria

Although local governments and departments establish different selection criteria, many departments require that volunteers:

  • Be at least 18 years of age
  • Have a valid driver’s license
  • Be healthy and in good physical condition
  • Complete basic fire & EMS training
  • Live in close proximity to the fire district
  • Have a clean criminal record
  • Meet the minimum ongoing training requirements
  • Respond to a certain percentage of calls

Time requirements vary by department. Time commitment will depend on several factors, such as the number of calls the department receives, training requirements, shift versus on-call structure, and community activities in which the department requires volunteers to participate.

Volunteer departments prefer that volunteers have the ability to respond to calls 24 hours a day, although most departments still accept volunteers who are unable to leave work or other obligations to respond to a call.

Typically, departments pay for training and firefighting equipment. Volunteer firefighting is an unpaid position; however, some departments may provide stipends or reimburse volunteers for certain expenses.

Napa County Firefighters Association

The Napa County Firefighters Association carries the responsibility of manning 9 all-volunteer fire stations out of the 13 NCFD stations. NCFD provides over 300 hours of in-house training to meet California's required Firefighter 1 and 2, plus EMS First Responder standards. All new recruits receive an entry level physical and all required immunizations and our department encourages a daily physical fitness routine.
